Überbrückungshilfen für Studierende - zu spät und zu wenig !?

Financial support for students - too late and too little !?

“In einer Pressemitteilung vom 27.05.2020 hat Michael Meister, Parlamentarischen Staatssekretär der Bundesministerin für Bildung und Forschung, ein Vergabeverfahren für die insgesamt 100 Millionen Euro „Überbrückungshilfe als Zuschuss“ bekannt gegeben. Demnach können Studierende für maximal drei Monate bis zu 500€ beantragen – jedoch abhängig vom Kontostand. Wer 500€ oder mehr auf dem Konto hat, bekommt nichts. Diese Überbrückungshilfe ist neben der Anpreisung eines vermeintich zinsfreien Kredits der KfW bisher die einzige Maßnahme zur Unterstützung von Studierenden, die aufgrund der Corona-Pandemie in finanzielle Notlagen geraten sind. Das BMBF ist also der Meinung, dass Studierende nicht mehr als 500€ auf ihrem Konto benötigen um ihren Lebensunterhalt zu bestreiten. Dass die Realität ganz anders aussieht und Studierende in Bonn oft mehr als 300€ allein für ihre Miete bezahlen ist bekannt. Das BMBF scheint demnach Studierenden keine Lebensgrundlage zusprechen zu wollen.

Nun ist auch offiziell, was Studierendenvertretungen bereits Mitte März vorhergesagt hatten: 40% der Studierenden geben in einer repräsentativen Umfrage an wegen der Corona-Krise einen Job verloren zu haben - das sind ca. 1,2 Millionen. 22% der Befragten gaben an sich bereits Geld von der Familie oder Freunden geliehen zu haben, um diese Zeit zu überbrücken (https://www.rnd.de/…/studenten-in-corona-krise-40-prozent-h…). Diese “Überbrückungshilfe als Zuschuss” des BMBF kommt also zu spät und ist unzureichend.

Nun werden Notfonds der Studierendenwerke mit insgesamt 100 Millionen Euro bundesweit aufgesetzt. In Anbetracht der hohen Anzahl von in finanzielle Not geratenen Studierenden kann dieser zunächst hoch wirkende Betrag als ein Tropfen auf den heißen Stein bezeichnet werden. Etwa 1,65 Millionen Studierende sind auf ihr Einkommen aus Jobs angewiesen. Selbst wenn nur ein Viertel von diesen auf die Notfonds zugreifen müssten, blieben für jede*n der ca. 410.000 Studierenden ein einmaliger Betrag von 242 Euro (https://www.studis-online.de/…/corona-und-studienfinanzieru…).

Sobald nähere Infos zur Beantragung der Überbrückungshilfen hier in Bonn Studierendenwerk Bonn vorliegen, werden wir natürlich trotzdem hier darüber informieren!

Dass das Ministerium um Frau Karliczek über fast drei Monate hinweg keine Maßnahmen getroffen hat, die den Lebensumständen von Studierenden gerecht werden, ist bitter. Wir denken, dem Bundesministerium für Bildung und Forschung sollte es ein vorderstes Anliegen sein, Studierenden Bildung zu ermöglichen. Wir möchten an dieser Stelle auch noch einmal darauf hinweisen, dass die allermeisten Studierenden ein Vollzeitstudium betreiben, das entsprechende Anforderungen an sie stellt. Dass viele Studierende zusätzlich einen Job haben um ihr Studium zu finanzieren, zeigt einerseits welchen Belastungen diese Studierenden ausgesetzt sind und andererseits, dass die finanzielle Unterstützung von Studierenden, z.B. durch das momentane Bafög-System, schon vor der Corona-Krise nicht ausreichte.

Um auf diese Missstände hinzuweisen findet am Montag, 08.06. um 11 Uhr eine bundesweite Protestaktion offline und online statt. Unter dem Motto #studihilfejetzt werden wir in Bonn vor dem Gebäude des BMBF sein. Wenn ihr kommt: meldet euch bitte vorher, denkt an die Abstandsregeln und bringt eure Mund-Nase-Bedeckung mit! "In a press release dated 27 May 2020, Michael Meister, Parliamentary State Secretary of the Federal Minister of Education and Research, announced a tender procedure for the total of 100 million euros in "bridging assistance as a grant". According to this, students can apply for up to €500 for a maximum of three months - depending on their account balance, however. Students who have 500€ or more in their account will receive nothing. This bridging aid is, apart from the promotion of a supposedly interest-free loan from the KfW, so far the only measure to support students who have got into financial difficulties due to the corona pandemic. The BMBF is therefore of the opinion that students do not need more than 500€ on their account to cover their living expenses. It is well known that the reality is quite different and that students in Bonn often pay more than 300€ for their rent alone. The BMBF does not seem to want to grant students a livelihood.

Now it is official what student representatives had already predicted in mid-March: 40% of students in a representative survey say they have lost a job because of the Corona crisis - that is about 1.2 million. 22% of those questioned said that they had already borrowed money from family or friends to bridge this period (https://www.rnd.de/.../students-in-corona-crisis-40......). So this "bridging assistance as a grant" from the BMBF comes too late and is insufficient.

Now emergency funds of the student unions with a total of 100 million euros are being set up nationwide. In view of the large number of students in financial need, this initially high amount can be considered a drop in the ocean. About 1.65 million students are dependent on their income from jobs. Even if only a quarter of them had to access the emergency funds, a one-off amount of 242 euros would remain for each of the approx. 410,000 students (https://www.studis-online.de/.../corona-und......).

It is bitter that the ministry around Ms. Karliczek did not take any measures for almost three months to meet the living conditions of students. We think that the Federal Ministry of Education and Research should make it a top priority to provide education for students. At this point we would also like to point out once again that the vast majority of students are pursuing full-time studies, which places corresponding demands on them. The fact that many students also have a job to finance their studies shows on the one hand the burdens these students are exposed to and on the other hand that the financial support of students, e.g. through the current Bafög system, was already insufficient before the Corona crisis.
